St Paul foreclosures and vacant buildings — the Ramsey County list
St Paul foreclosures are the smaller half of this page. Ramsey County publishes no sheriff-sale feed, so the foreclosures Govire can track in Saint Paul come only from published legal notices — 23 of them as of September 18, 2026. What the county's seat does publish, and keeps current, is the St Paul vacant building list: 392 registered vacant buildings, 270 of them boarded and 20 condemned, with a median of 2.9 years vacant and 93 buildings empty for five years or more. That registry is the clearest distress signal in the city, and it is the one nobody else assembles.
Every figure on this page comes from the City of Saint Paul's registered vacant building data, Ramsey County parcel records, and published foreclosure notices, read on the date stated. The property-level list — address, category, vacancy date, sale date — is at govire.com/data.

Two things to read alongside those numbers.
First, the registry is the city's own list, read daily. Its newest recorded vacancy date is July 2025; no building on it carries a vacancy date inside the last twelve months. That is a fact about what the city publishes, not a claim that no Saint Paul building went vacant this year.
Second, Ramsey County's sheriff's office does not publish its sales the way Hennepin, Anoka and Dakota do. Govire's Ramsey foreclosure figures come from the statewide legal-notice feed, which captures the notices lenders are required to publish and nothing else. Treat 23 as a floor.
The St Paul vacant building list by ward#
Ward 1 — Frogtown and Summit-University — holds 96 of the 392, a quarter of the city's registered vacancy on its own. Wards 6 and 7 on the East Side carry 129 between them, Ward 5 in the North End 64. Ward 3 has 14. The registry follows the same map as the sheriff's sales: 17 of the 23 tracked foreclosure notices are inside the city, and the assessed values on both lists sit in the same band, $229,600 and $250,600.
How long Saint Paul's vacant buildings stay vacant#
This is the figure the registry makes possible and no one publishes. The city records a vacancy date for every building, and against today's date the median building has been empty 2.9 years. The ladder is visible in the medians: Category 1 buildings, registered and secured, 2.0 years; Category 2, boarded, 3.3 years; Category 3, condemned, 7.2 years. Vacancy is not a stage a building passes through quickly here. Once boarded, the median building stays boarded for more than three years, and 93 of the 392 — nearly one in four — have been vacant for five years or longer.
For a buyer, that is the inventory: a boarded duplex in Ward 6 that has sat for four years is a property whose owner has stopped acting, and the city's fee schedule is pushing them to sell or rehabilitate. For a neighbour, it is the block's problem property with a number attached.
What Category 1, 2 and 3 mean#
Saint Paul's vacant building registration program grades every registered building. Category 1 is vacant but secured and in reasonable repair; it can be reoccupied with a registration fee and an inspection. Category 2 is boarded, or has code violations, and needs a code compliance inspection and a permit before anyone can live in it again. Category 3 is condemned as unfit for habitation, or is a nuisance building, and needs a full code compliance certificate; some are on the path to demolition under the hazardous-building provisions of Minn. Stat. 463.15–463.26. Registration fees are annual and rise with the category; the city publishes the current schedule, and it changes.
The 20 Category 3 buildings are the oldest on the list by a wide margin and the ones most likely to leave it by demolition rather than sale.
St Paul foreclosures: what Govire can and cannot see#
Ramsey County holds its sheriff's sales the way every Minnesota county does — foreclosure by advertisement, six weeks of published notice, a public sheriff's sale, then the redemption period under Minn. Stat. 580.23, six months in the ordinary case and five weeks where a court finds the property abandoned under Statute 582.032. What it does not do is publish a feed of those sales. Hennepin publishes its list with redemption dates; Anoka and Dakota publish theirs; Ramsey publishes nothing Govire can read on a schedule.
So the Ramsey County foreclosures on this page are the ones whose notices appeared in the statewide legal-notice feed: 23 since May 2025, 14 of them scheduled between now and December 16, 9 held, 8 with the redemption window still open. All 23 state a six-month period. Seventeen are in Saint Paul, the rest in the suburbs. The median assessed value is $250,600, with 23 windows too few for a county redemption rate — 2 have opened in the tracker and none has resolved. Statewide, 34.2% of 319 resolved sheriff's-sale windows ended with the owner redeeming.
If Ramsey County begins publishing its sales, this page will carry the full list. Until then the honest number is a floor, and it is stated as one.
Ramsey County tax-forfeited land#
Ramsey County's March 2026 tax-forfeited list carries 34 parcels with a median assessed value of $25,000 — vacant lots and slivers, mostly, not houses. Tax forfeiture is a separate process on a three-year clock under a different statute; the Minnesota tax-forfeited land guide explains it, and the parcels are on the data view.
What this page does not show#
No property-level detail. Addresses, categories, vacancy dates and sale dates for each building are on the data view, beside the parcel record, updated as the city and the notices publish.
No redemption rate. Two Ramsey windows opened; none resolved.
No count of Saint Paul foreclosures the county did not publish. Govire does not estimate what it cannot read.
